The 1900 census shows a John Chance as a boarder. he was born Aug 1824 and came to US from England 1885, which according to the census is the same time as the Thomas Dudley family. It shows him as married.

The funeral of Thomas Dudley, 88, of 141 Cortland place, retired tinsmith and employee for the Sanderson plant of the Crucible Steel company of America 27 years, who died Sunday in People's hospital, will be held at the undertaking rooms of T. William O'Neil at 2.30 o'clock tomorrow afternoon, Rev. Frederick C. Ellerman officating. Burial will be in Onondaga Valley cemetery. Mr. Dudley was born in Wallranton, Staffordshire, England, and came to Syracuse in 1882. Surviving are four sons, T. Jesse, George A., Ruben and William H. Dudley, 13 grandchildren and seven great-grandchildren. (end of article)
(1900 census says 1885) It does appear that Thomas came in 1883 and his Wife and Family came later in 1885.
